Mr. Chambers has over 25 years of experience in the environmental and emergency response industry. His experience includes the incident management of responses to casualties on land and water, involving oil spills, hazardous materials, groundings, emergency lighterings, fires and collisions. He has been involved in the management of over 300 incidents. He has specialized in logistics, finance, and information management in the emergency response industry, including response to oil and hazardous substance spills, fires and explosions. He has significant experience in health and safety training, contingency plan development, facility and transportation regulatory compliance, and emergency response operations. He has served as a member of the Board of Directors for SCAA (Spill Control Association of America) and the Delaware County Chemical Advisory Team and other emergency response initiatives. His education in Business Administration and Organizational Management has been received at Troy State University and the University of Phoenix.
Mr. Welch has over 30 years of maritime experience beginning his career as an ordinary seaman; he has held positions in Marine Operations, Chartering, Business Development, Management Consulting, Project and Emergency Management, and Executive Management. His emergency response management experience includes response monitoring, incident planning and logistics, financial management, response operations management, salvage planning and Incident command involving incidents on all coasts and western rivers, including incidents involving loss of life, oil spills, fires, explosions, groundings, capsizings and sinkings. He has been responsible for project management of security assessments and program development, contingency plan development, and on-site manager in complex construction projects with sensitive security requirements. His educational background includes a B.S. in Geology from Beloit College, Beloit Wisconsin and an MBA in Marketing from Villanova University. He also has completed a course in Logistics Management from the University of Tennessee and The Executive Program on Negotiation from Harvard Law School.
Mr Gillon has over 35 years experience in risk management, international shipping and business development. He has held ownership positions in several companies including the start up of an International Crisis Management Company; and the turnaround of two Philadelphia based Stevedoring and Ship Agency Companies. He has held senior sales, marketing and operational positions in the international shipping industry as well as the domestic transportation industry.
He has served on the Board of Directors of several investment companies and international ship management groups including three terms as Chairman of the Multi port Ship Agency Network, a worldwide ship agency organization. Mr. Gillon has been retained as a consultant in many acquisitions and divestitures of small to mid sized companies involved in Ship Agency, Risk Management and Maritime Investment. Mr. Gillon is a graduate of Saint Francis University in Loretto, Pennsylvania and the Academy of Advanced Traffic in NY.
Mrs. Bartholomew has over 17 years of experience in customer service, marketing, and support. She has specialized in marketing, developing, and implementing technology systems to automate and improve business practices, business processes, solution selling, and marketing campaigns. She has been instrumental in sharing her knowledge educating and training customers and fellow employees on the functions, uses and advantages of cost-effective technology solutions. She has experience in project management, multi-national sales and multi-national property management. Mrs. Bartholomew has completed over 400 hours of Marketing Education and 600 hours of Technical Education. She received a BA degree in Communications and Broadcasting from Susquehanna University.
Mr Smith has more than 30 years of experience in the Marine Industry including Marine and Propulsion Systems Design and Technical Services, Ship Construction, Business Development, Project Management, Marine Consulting, Marine Security, Vessel Response Planning, Quality Assurance & Public Relations. As Vice President of a major US shipyard and prior to forming an independent marine consulting concern, Mr Smith was responsible for all aspects of Business Development, Strategic Planning and Marketing leading to the first multi-million shipyard contract in the new shipyard. As an independent consultant, Mr Smith has prepared company business plans and advised on proposed startup shipyards on the US West Coast, and prepared specifications, plans and estimates for a marine terminal in the West Indies, and is familiar with ship safety, security and training aspects of IMO and USCG regulations. Mr Smith also has many years of experience in Project Management with ship construction for the Canadian Federal Government, and international power station construction experience for the energy and process industries. Following an engineering apprenticeship with WH Allen Sons & Company (now part of Rolls-Royce) and obtaining a B.Sc. from Mander College, Bedford (endorsed by The Knowledge Company, Fairfax, VA), Mr Smith completed studies at Oxford University, (business administration); York University, (finance) and The Wharton Business School, University of Pennsylvania (financial management under a Litton executive education program).
Captain Neumann has over 30 years professional experience that includes the incident management of responses to large and small casualties on land and water, involving oil spills, hazardous materials, groundings, emergency lighterings, fires and collisions. He has been involved in the management of over 350 incidents. In addition, Captain Neumann has
• provided project management services in terminal fire and explosion, pipeline spills and site stabilization projects.
• designed and developed emergency response programs, contingency plans and operations plans.
• served as a Qualified Individual since the inception of OPA 90
• been Vice President and Operations Manager for ship management companies, marine consultant and expert witness in marine operations, Master and deck officer of chemical, product and oil tankers; deck officer on container and general cargo vessels; legislative liaison and union official.
Captain Neumann is a frequent speaker on the Incident Command System and related emergency response issues, and is a graduate of the United States Merchant Marine Academy.
