When a catastrophe occurs, whether it is a fire or explosion, whether it is an oil or hazardous substance spill from a vessel, truck, train car, storage tank or pipeline, the incident will be managed. The choice is how? MEREDITH provides an incident management team capable of managing all aspects of the response to any emergency. This includes the management resources, from the command center through the field operations to the final audit, response resources, and technical and/or professional support. Every incident is unique. Only the basic priorities – safety, stabilization and protection through coordinated response operations – are always the same in every emergency response. The management team must possess the knowledge, experience and teamwork required to organize and coordinate the response, and to interact with the government agencies. Without management, there is no chance to control the incident response.
Emergency Management Team Augmentation
This service is designed to support a structured client emergency management team where specific skills or services are needed to complement or sustain the existing response organization. We provide the experienced professionals with the specific expertise, and the proven systems, to support the response management effort of the client.
Safety & Health Management
In all emergencies, safety and the preservation of life are always the highest priority. All too often safety and health are the least managed functions in an emergency response. Our safety professionals understand the responsibilities of the Safety Officer and staff in ensuring public and responder welfare from the beginning to conclusion of an emergency response. MEREDITH’s safety and health management services provide well-defined protocols and documentation to support the clients’ safety efforts, to ensure compliance with safety standards, and to minimize liability. One accident or injury without a defined and structured safety program will open the liability doors.
Arranging for and activating resources for an emergency response is only the beginning. Logistics is the backbone of response operations and is the basis of financial control. MEREDITH’s Logistics Management Team provides the distribution control and documentation of resources and materials from activation to completion of the response. This vital support function contains the elements of procurement expertise, staging management, distribution management and field monitoring of personnel and equipment. Logistics Management supports operational requirements and documents usage into the financial system for cost estimating and tracking.
Financial management requirements are critical in documenting and reporting the actual costs incurred during an emergency response. Financial management is integrated with the logistics management and is part of a coordinated incident response management. MEREDITH’s Financial Management Team possesses the experience and systems to provide contract administration, cost estimating and reporting, invoice review and auditing, and documentation management. Our procedures and systems have been accepted and valued by private insurance organizations and the National Pollution Fund for claim submission, and have been instrumental in facilitating invoice submissions, reviews and approvals.
The concepts, skills and systems of the MEREDITH team have been successfully applied in environmental project management. Organizing and coordinating large-scale emergency or non-emergency projects, including documenting costs and reviewing and/or creating invoices, is a challenge. MEREDITH provides the external resource, which possesses the experienced personnel and proven systems that effectively organize, document and support the objectives of the project and the client. Our personnel have supported emergency response projects involving petroleum spills, hazardous material releases, and natural disasters, as well as remediation projects.
Third Party Claims Coordination or Management
During any emergency there are indirect damages suffered by peripheral, or third party, victims. The management of this claims process is most effective when it is coordinated with the incident response management team to ensure communication of strategic objectives, minimization of financial impact on third party claimants, establishment of incident procedures relating to claims, and assistance with negotiations and loss minimization programs. MEREDITH supports third party claims administration through incident strategic coordination, logistics services and documentation management, and when requested can provide Third Party Claims management through associated organizations who are able to work within the concepts, structure and direction of the incident management team.
This financial service provides a review and audit of the incident costs. MEREDITH provides proven and accepted auditing procedures, operational correlation, cost analysis, documentation management, and claim submission organization. The objective of this service is to assure the responsible party that the invoices paid are for the services provided, and that the incident documentation is organized to support additional submissions, future audits and potential litigation. Our experienced staff provides financial services developed from a comprehension of emergency response or environmental project management, which are implemented by personnel who understand the issues and objectives of the cost review.
Response Monitoring or Project Auditing
When a catastrophe occurs, there is always a financial loss as well as potential for long term liability usually consisting of property damage, containment and clean up costs, environmental impact, and possible adverse health implications. MEREDITH’s concepts and services are applied to support industry and their insurers by monitoring and documenting the response actions. This is done through communication of risk assessments and incident status, tracking of personnel and equipment deployed to estimate daily expenditures and to validate response cost. In addition, when requested, we can represent the client and the insurer through participation in the incident strategic planning. Our team, with its experience in response management and environmental issues, ensures that the client and/or the insurer are involved in and aware of all decisions, actions, costs and cost minimization efforts, of the response.
