Emergency Response Crisis Management Program & Plan Development
MEREDITH reviews the emergency response and crisis management program required or currently in place, and assists the client in revising or developing an effective emergency plan. Our assessments and recommendations address the realistic risks and hazards present, initial response actions and organization, appropriate resources identified, emergency action and response management plan, as well as the training and drill program. Our objective is direct; we want to assist our clients with establishing a practical and realistic emergency response program, which will protect the safety of personnel, establish control of the situation, and protect property and the environment. When a casualty occurs there is an immediate loss situation, preparedness and management of the response are the only solution to mitigate or minimize the loss.
Emergency Resource Evaluation/Network
MEREDITH assists our clients, in the private and public sectors, by conducting response resource evaluations. Our professionals review existing and potential response relationships necessary for the preparation and implementation of comprehensive emergency plans for public and private clients. These evaluations review the internal and external resources available to support the emergency and security preparedness objectives of the client, and provide the client with recommendations for the resources needed to meet the client’s preparedness and response objectives.
Vessel and Marine Facility Security Assessments
The Department of Homeland Security recently published the National Maritime Security Initiatives mandated by the Marine Transportation Security Act of 2002. These regulations require security assessments of regulated vessels and marine facilities. The International Marine Organization has adopted parallel codes for International Vessels and Ports through the International Ship & Port Security Code (ISPS). MEREDITH has a comprehensive understanding of the new requirements and employs an assessment approach that minimizes the amount of compliance paperwork and maximizes the value of results. Our experienced team understands maritime security issues, can recognize gaps in existing programs and will suggest common sense policies to meet the regulations and ensure an effective security program which is integrated with the client’s emergency response and crisis management plan.
Vessel and Marine Facility Security Plans
The National Maritime Security Initiatives and the ISPS Code requires the preparation of Security Plans for vessels and marine facilities. Plans must incorporate security assessments and findings. U.S. plans are approved by the Coast Guard. International Plans are approved by the Flag States (or their Recognized Security Organizations). MEREDITH leverages its emergency response and security expertise to assist you in preparing a realistic plan that incorporates the required elements of the code yet maintains a practical approach to security. The resulting plan will serve to protect personnel, establish control through an organized response to any security threat or breach, protect property and meet the requirements of the regulations. MEREDITH can assist the client in any phase of plan development: Existing plan review, preparation of plan outline, plan preparation, training and drill development.
Training, Drills and Exercises
The question of how to design and arrange for an effective training program in safety, security and emergency response is only partly addressed in regulations. Often the person responsible for an organization’s training and drills are managers with multiple responsibilities, and the only guidance available is the regulations themselves. MEREDITH will assist with enhancing your training program by reviewing the objectives and goals of the current training program and providing recommendations on cost-effective programs and training sources. A good training program is realistic and practical, and reinforces the objectives and the concepts needed to support the preparedness, safety and response or security programs.
Regulatory Compliance Reviews or Audits
The MEREDITH team is experienced and knowledgeable of environmental, health, safety, security and emergency response regulations. Our audits and reviews will provide the status of your site’s compliance with the applicable regulations. When requested we can provide observations on inspection preparation, and practical modifications of compliance programs to enhance operational performance. The Department of Homeland Security has provided grants to fund security and emergency response and crisis management projects. MEREDITH has assisted in the preparation of grant proposals and can provide this service on request.
